I think on certain areas only like small neighborhoods. They are still trying to be discreet about it in a sense that they won’t do it where there are authorities. But usually these dog buyers would go around dog populated neighborhood on dead hours like where there are not much people in the street. And nobody in my neighborhood approve of them except those who’re not really fond of dogs (there are really people like that). And also the media have exposed this dog buying and trading business several times including the dog fighting being organized on unsuspecting locations. Luckily, there are people who are reporting such events with the media and the authorities and the latter took immediate actions. But those practices somehow never died down unless maybe there will be a strict criminal law about it.

Well, from what I have seen so far, having strict laws doesn't stop illegal trading. All that stricter laws would do is just drive up the price, that's all.

This used to be a normal incident in our country. People catch stray dogs and start beating them to death just to make them beer snack. It's disgusting. I'm sad at the thought that people are able to justify this as hunger when in fact some simply eat dogs saying its a delicacy. Fortunately, dogs lovers are now more active and out in the open that most of this incidents are successfully thwarted.

And what King Browny said about dogs being able to sniff out if someone had eaten one of their kind is true. I've seen it happen to others. A once friendly dog will start growling and scowling at those people.

Stricter laws should be united with stricter system. I must admit no matter how strict the law if the law enforcers or even civilians have no bones to administer it, yes the price for illegal trading will shoot up.

The law must begin with the self. A person must acknowledge that such and such a thing is abhorrent. Then and only then will a law outlawing such and such a thing be effective. So, as long as there are people in this world who think that eating dog meat is a delicacy, dogs will still be killed for food.

Gee whizz. I reckon if you fall on all fours, you might be next on their dinner table! I think in that country, they eat pretty much anything that moves...

There's a sizable Vietnamese population where I used to live. They are contract workers in a factory nearby. Like you said, they apparently eat anything that moves. Not only dogs but even cats.
