I can't say that I've ever personally had a dog that was too shy. In fact, they've usually been too overly friendly instead, ha. But I've been around dogs who are terrified of new people or new additions to the house and I'm sure that's upsetting.

Yes, previous experiences could affect the behavior of dogs. Just like our recent dog, we just adopt him as we can see him outside as a stray dog without food to eat and being maltreated by those who are passing in the street cause he was trying to be friendly or he wants a person to take him. He is now just contented inside in our house or compound and can become shy or terrified when outside.
I also think that those dogs who seldom socialize or see/meet other people and dogs can also become shy or terrified with visitors.
